The selection defines four first-level indicators of policy environment, government affairs environment, working environment and living environment, and 18 second-level indicators have been set under the four first level indicators, they are: overseas talent introduction and evaluation policy, rights and interests protection policy, entrepreneurship support policy, identity-related policies in China, ease of access to policy information, relevant transaction processing procedures, work quality of government personnel, relevant organization configuration, work and entrepreneurship environment, promotion and development opportunities, salary and treatment, international atmosphere and multiculturalism, natural suitability of the human settlements environment, urban development planning, medical and health environment, children's education environment, social and public civilization, and urban inclusiveness.

In the latest selection, the top ten cities are Shanghai, Beijing, Hefei, Qingdao, Shenzhen, Hangzhou, Suzhou, Chengdu, Nanjing and Guangzhou. This is the sixth time in a row that Shanghai has won the championship.

This election collected 4066 votes from foreign experts working in China and 25494 votes from the Internet. The foreign expert selection committee is composed of 68 highlevel foreign experts, including Nobel Prize winners, Friendship Award winners, foreign experts selected for the“One Thousand People Program” and so on, of which 4 are Nobel Prize winners. The number of Nobel laureates participating in the selection reached the highest in the history of the selection, which further supported the credibility of the results.

Why is it Shanghai that won the sixth consecutive title? According to analysis, Shanghai, as an international metropolis, has advanced management concepts, good social order, diversified and inclusive culture and superior geographical position, attracting more and more foreign high-level talents to settle down and develop their business in Shanghai. Ho Kwok Wai Andy said he enjoys the climate, food and infrastructure in Shanghai, and likes Shanghai people."Since coming to Shanghai, I am happier than before. In the past two or three decades, I have lived in many places, such as the United States, Canada, Hong Kong, Guangzhou and Beijing. Although every city has its own characteristics, life in Shanghai is really happy”.
